It was a major hassle, they closed off a few blocks of the city center, and had dozens of police-officers making sure that no perverts get to the closed area... I think it's definitely going to be easier to arrange something like that with a few hundred people when the authorities are working for you, not against you... They did the shoot early in the morning, something like 5am if my memory serves me correct.
