Back in 1991 when we sent troops to go kick Saddam's ass, there was a sniper sending a message about how he was opposed to the idea. So motorists along I-5 were randomly being shot at.

About the same time we're going to send troops to Saddams' backyard, we have another sniper case.

I don't know if the 1991 sniper was ever caught, but this news has me thinking that it very well might the same guy.

Interesting theory (not meant to sound condescending or anything)

My theory for a while was that the sniper was trying to get a great deal of police force focused on catching him, thus distracting them from other things, in order to facilitate another terrorist attack. [:/]

Distraction is definitely one theory.

It could also be a test to see how authorities respond to "phantoms".

This is the work of maybe 1 or 2 people. And it's pretty much shut down the city.

Imagine some terrorist group doing this in say 7 other major cities. It could just shut down the whole country.

The thing we've learned from 9/11 is that these terrorists are poor. They'll do anything as cheaply as possible to send their message.
