When I compliment other women on a physical feature, it's generally one that she seems to be working on (e.g. "boy your hair looks great," or "what great legs" to a friend who was working out). When a friend got a boob job, yes, I told her they looked great. The only thing I'm not real big on is when a woman wears a top that's intended for a bra, and doesn't have one on, and needs it -- that makes it look tacky, frankly. But, too, some body parts just shouldn't be commented on by people who don't know you VERY well indeed. The only safe one usually is hair. And I just noticed the second part of your question. I don't think I get huffy about what other women look like, so unless they're getting huffy with attention that they'd rather be spent on them, sorry, I dunno.
