indyz 1 #3 January 10, 2003 Arresting somebody for a crime that they might commit in the future is different from discouraging them from committing a crime. I don't object to "discouraging crime before it occurs," in the form of community patrols, police on the streets, etc. I can also live with bar raids, but that might be because I live in a college town and I will guarantee that right now there is at least one underage drinker in every bar in town. My problem with the case presented in the article is that people were arrested for public intoxication when they were indoors on private property.
