The reason that one nation can do it is that the other nation lost the war & now has to abide by th conditons of the cease fire. I don't like this "we're the parents and if you know what's good for you you'll obey us" attitude that seems to be emanating from some people in the US. On the other hand, the current administration of Iraq invaded another country with an eye to taking it over a few years ago, and used the 'scorched earth' technique to lay a lot of waste on their way out. They're not the good guys. We're not perfect either, but we didn't torch a lot of oil wells just so that others couldn't have them. That said, I'm enjoying the discussion about whether SpeedRacer should put his cat out in the snow. Wendy W.
