The administration forgot to put any aid in our 2003 budget for them. That's right, forgot. Congress added some back in before it went out, fortunately. He said that while he's proud of how the US did during WW2 (and he does believe in "the greatest generation"), he's much prouder of how we handled the peace afterwards.
