Guest #1 March 14, 2003 This report says Saddam will order some of his troops to conduct reprisals against civilians while wearing US or British uniforms. This could be offset by the carrot-and-stick back-room deal making that is currently going on with Saddam's officers: offering them a place in Iraq's post-Saddam future, and reminding them that tribunals will be held for those who violate Geneva protocols. BTW said it before, saying it again - those caught bearing arms in a war zone while wearing civilian clothes, or their enemy's uniforms, are by Geneva rules subject to summary execution. It happened several times in WWII, and very dramatically during the Tet Offensive in Vietnam (see attachment). As shocking as this photo is, remember that the photo was was taken right after the Cong was caught red-handed machine-gunning civilians. He was in a war zone, in civilian clothes. The Saigon Police chief's action was denounced as 'barbaric', yet it was legal under international law."The mouse does not know life until it is in the mouth of the cat."
