The British have been letting the Iraqi citizens loot the palaces, etc. as a way of letting them know things have changed:

On the Radio today Lars Larsen said that Saddam has built 50 palaces in the last 10 years costing 2.5 billion dollars each year. This money was supposed to go for food and medical supplies.
I could understand these expenses if he was sponsoring a 4-way team.;)
