I'm assuming the dots in Texas mean that there are people who want to put one in these location, but are still in the contract & investor gathering stage. The way I read it, it means that there are locations/franchises for "sale", perhaps meaning demo studies have been done and SkyVenture believes there will be a profitable market there for them, but that there have been no takers yet.
