Bayview Ave., Tampa, was northbound on Bayshore Boulevard about 7:45 p.m. in a Chevrolet Impala when he drove onto the grass between Bayshore and a ramp to the hospital on Davis Islands, police said. The Impala struck a bicyclist waiting to cross the ramp to the promenade along Hillsborough Bay, police said. Kinz told police he didn't know he was off the road, Cpl. Joe Clark said. Records show Kinz is a licensed security officer and private investigator. Police did not identify the bicyclist Wednesday. By KATHRYN WEXLER, Times Staff Writer © St. Petersburg Times published June 26, 2003 TAMPA - A man on his way to visit his ailing mother at Tampa General Hospital veered his 2002 Chevy Impala off Bayshore Boulevard and killed a bicyclist who was waiting at the crosswalk at the Davis Islands ramp, according to police. The victim was not wearing identification and his identity was not known to authorities by press time. He was taken by ambulance to Tampa General Hospital, where he was pronounced dead. The driver was Joseph Robert Kinz Jr., 55, of 4222 Bayview Ave., in South Tampa, Tampa police said. Charges are pending. Kinz was northbound on Bayshore Boulevard about 7:45 p.m., and was about to enter the on-ramp when he swerved left, jumping the curb and roaring onto a grassy outcropping where a sidewalk is located, immediately striking the bicyclist, police said. "He was unsure of the turnoff and overestimated it and turned a little too late," said Capt. Gerald Rademaker. The impact sent the victim crashing into the windshield and soaring into the air, witnesses told police. The car traveled another 50 yards, climbing a slight incline, before stopping. Police said the car was traveling about 40 mph when it left Bayshore Boulevard. The speed limit on the ramp is 30 mph. Witnesses tried to help by pulling the bicyclist's limp body to the sidewalk, a few feet away. The pavement was stained with blood late Wednesday. The bike lay twisted and shattered. The brand was Look, a high-performance frame. Kinz waited near his dented car as officers spoke to more than a half dozen witnesses. One was Marie Parmer, who was driving with her husband and another passenger on Bayshore when they saw the Chevrolet in front of them leave the pavement. "The car veered off into the grass and hit the guy," she said, as she waited to talk to investigators. "He went flying. It was just a horrible thing to see." A doctor and a nurse going to Tampa General were just past the Davis Islands ramp and stopped to attend to the victim. "But they said he had so many internal injuries there really wasn't much they could do," Parmer said. The victim was described as a white male who was wearing a bright orange and green shirt and black Spandex pants. He was wearing a black and purple helmet and had a headset on when he was struck, police said.
