I asked the same question to an interpreter when I was deployed . . . he told me that since the Arabic and English alphabets are different, when the arabic names are "transliterated" into English it is done phonetically. Since there are many combinations of letters in English that make the same phonetic sound, the result is the different spellings appearing as you described.
