The main difference is that Israelis are not disguising themselves as Muslims, strapping on explosives and detonating them during a call to prayer in a Mosque. Unlike the PLO, Israel's government changes leadership. The PLO doesn't understand that Arafat is a relic with no desire for peace, or even a Palestinian state. Same with Hamas. The charters of both these organizations is hinged upon the complete annihilation of non-muslims or Israelis alike.
