You get the contract based on what you thing the situation is, and the "estimated costs". When you get there and see a shit load of other problems... the cost has to go up. Here's the thing though if you are crying out for the UN to take a bigger role in sharing the burden of costs and sending troops etc. Why aren't you handing over the role of Paul Bremer to an international panel like the UN? Why not have said panel look at bids for the future construction work? That way the Iraqi's get the best deal there is. They want me to find them a roofer. Is it right for me to just call my friend, because I happen to know him? Or would it be more ethical of me to solicit information from other roofers with good references? In the hypothetical above, couldn't I even be charged with a crime if I don't do what is in my client's best interest. You betcha. If Bush wants to spend his own money with Halliburton, go for it. But he's entrusted with other people's money and has an obligation to us to actually use it in the best manner, not the easiest, or best for his friends.
