Muenkel 0 #1 September 24, 2003 As Governor of Vt. he signed into law 2 very controversial laws. 1. First and only Gov. so far to legalize Civil Unions despite the fact that the majority of Vermonters were against it. He was just lucky enough to have a legislature that backed him. Mainstream America does not support this. 2. Signed into law Act 60. For those who don't know what this act is, it funnels the "tax rich" towns revenues to the "tax poor" towns to pay for education. Sounds fair, right? Problem is, the "tax rich" towns are loaded with expensive vacation homes owned by out of staters. The year-round residents of these towns are far from rich, but their taxes have gone up considerally, yet the quality of their education has not.
