Cops can't be purposely missing due to stray civilians, accountability, etc. Unfortunately, a good number of them aren't the world's best shot. I've often been to a range where cops shoot and some for qualification.......sad sight.......especially for those who don't often practice. Combat vets tend to fair better since they have "done it before." Hopefully this incident will get those guys some extra training time and money.
