Of course, it needs to be funded somehow. But so does all medical insurance. Just because your employer gives you coverage doesn't mean it is free. I feel that we as a society have a responsibility to each other to make sure we're all healthy. I don't mind paying a bit more to make sure that the kid down the street gets to go to the doctor when he's sick.
Why would it drive employers out of the city? It might even bring them in because now they don't need to pay for health benefits.

Because someone has to pay for it! I assume the employer and employee will have to foot the bill in some form.
They already are. Who do you think pays for the people who can't pay now? The costs get absorbed by those of us with insurance in the form of increased premiums.
