Well I can't type it in here cause I don't understand, but if you dial that international number you get an operator error in spanish.. it says something like :

"el telephono de mobile que llama esta parado or foroda contuda esta momento"

is that the mobile phone of the person you're trying to call is busy or something?

Record it, and play it back louder and slower - maybe then you can understand it. (a lot of Americans seem to think this works for English anyway...)
