When I was there, there was a bar, and a full service restaurant, a smallish movie room, gift shop and some meeting rooms. There certainly was more than just an observation deck. But, if you don't want to call it a building. It is still the tallest freestanding structure in the world. Now CN Tower houses some occupied floors indeed, but most of the structure is no more than a concrete shaft housing elevators, and therefore it is not a building, one could argue.
