Major Demos Suspended (12/22/03)

With the national threat level increased to “high,” the FAA has issued a Notam (3/2028 [#2]) that suspends all TSA waivers that have been issued for demo jumps into large stadiums hosting major events. Until further notice, no skydiving activity is allowed within a three nautical mile radius of a stadium seating 30,000 or more people and hosting a NFL game, an NCAA Division 1 football game, or a major motor speedway event.

Notam 3/1862 is the controlling Notam that requires a TSA waiver for skydiving in relation to certain stadium events:

I am with relatives in NYC right now, and went down to the WTC site this afternoon.

The place is swarming with police in flack jackets and kevlar helmets carrying automatic weapons. Nothing much going on, though.

Then I went for a walk across the Brooklyn Bridge, to admire my new purchase;).
...

Quick question (on your honor don't do a search on this). What requirements must be met for someone to be investigated under the FISA court according to the Patriot Act? How does this differ from the way the FISA court was used before the Patriot Act? (BTW, the answers to these are the major changes introduced by the Patriot Act).

Friend of mine lost his freedom from unreasonable search and seizure. He was taking pictures of Indendence Hall and the Ben Franklin Bridge. Police detained him, and took his camera. He got it back a couple weeks later minus the film.
