Gawain 0 #2 January 8, 2004 It's not a bill. GWB is floating a balloon. He is calling on Congress to rewrite the existing laws to his "policy". Even then, it's not a policy, it's a design. My guess, there will be no real action on this before the election. The hope of it gives the Democrats little room though.
