Ukraine dismantled its entire nuclear arsenal, with all warheads removed by June 1996. Missles were dismantled later, but there's been a consistent lack of even open conjecture on "suitcase" weapons. The US tested lots of 1KT sized weapons. France abandoned programs. Russia says they never built them. If these devices were supposedly built in the 70s, how many survived the dissolution of the USSR 14 years ago, considering that maintenance conditions were probably faltering well before that time? Perhaps the real danger here is not necessarily fission rather than provide the materials needed for a radiological "dirty-bomb". A poorly maintained nuclear weapon, but one that is still capable of functioning would most likely result in a smaller explosion, but a greater level of environmental contamination, particularly a low-yeild device such as these "suitcase bombs" I think "is still capable of functioning" could be a pretty big if though. Nuclear weapons don't exactly have wide-open tolerances, let's just hope that, if they are out there, they didn't come with detailed care instructions.
