The way it's been explained to me is that the applicant must be a proficient swooper who has successfully swooped the pond before.
Having met that qualification the swooper has to crash into the pond resulting in complete submergence. So if somebody hits the pond so hard they skip off it and crash into the pump house, although spectacular, they aren't pond scum, and don't earn a number.
