Regards the earnings lost to general aviation in particular skydiving operations, while G W Bush attended the Daytona stock car race. Your insurance company should have a "interuption of business" clause and based on a "civil authorities action" clause, be liable to reimburse the lost revenue.
Go for it.

Or, how about this, he could reduce the travelling TFR that follows him where ever he goes. 30mn radius? Really? Just large enough to screw things up, too small to be effective against say, a business jet.

Or he could go to a "secret location" and stay there for the next 8 months.

I don't think 30nmi is TOO small to be effective... Trust me it is enough with two birds flying that perimeter!!!!!!!!!

If a "business Jet" crosses that line after being warned.... And they are warned even when they are vectoring perpendicular to that circle 25miles out, they will be dealt with.
