Not so much nuts as having the inability to learn lessons. Case and point: Communism doesn't work. Socialism doesn't work. Castro is a thug. Corruption is very, very difficult to eradicate once it's out of control (as is common south of the US border). Cow-towing to terrorists is bad.

Now, you have Mexico trying to export its unwanted to us, Argentina on the brink of another sh*t-storm and Brazil thinking it will be able to play in the "nuclear" playground. Brazil needs to take a page from history and follow South Africa's example in that regard. I seriously doubt the US will passively allow an active nuclear weapons program in this hemisphere.
