Change to FAR 65.111(b)

Just wondering what other's take is on this:

Further, none of those sections authorize maintenance or alteration of parachutes by noncertificated persons.

So from first reading it appears to say that only riggers can perform maintenance. Is changing a closing loop considered maintenance? What about replacing a broken band on the d-bag?
