Finally, the local governments have decided to let more out-of-state roofers to come work. If you know anyone whose roofing work slows down in the nasty Northern winters, send them on down!

Out-of-state roofers can apply in Orange

Roxanne and Michael Noles of Belle Isle south of Orlando starting calling roofers right after Charley damaged their roof the night of Aug. 13.

Eight roofing companies were contacted. Two responded with estimates, both saying it could be after Christmas before they can do the work.

Then, the couple heard that Gov. Jeb Bush on Sept. 14 made it possible for out-of-state contractors to enter the state and pitch in.

But thus far, the governor's executive order has done little to bring help, with only a handful of licenses granted by local building officials who have the final say on the matter.

That has been frustrating to Roxanne Noles, whose brother, a roofer in Portland, Maine, is eager to come to Orange County. Not only to fix his sister's roof, but to do other work as well. Until now, Orange repeatedly told Noles it wasn't yet issuing these special licenses.

That just changed, said Bob Olin, the county's building division manager.

Olin said it took awhile to decide how to handle the matter, with the County Commission signing off on a plan Tuesday. Orange wants out-of-state applicants to be licensed under requirements similar to Florida's.

Orange County also will require a $50,000 performance bond as opposed to a $5,000 for a Florida licensee.

"Our concern was the consumer could pay for a roof that turns out to be defective and have no recourse," Olin said.

The county has been getting 20 to 25 calls a day from out-of-state contractors since Bush issued his order, the building official said.

Bush's order left the bulk of the requirements up to local jurisdictions.

In Seminole County, chief building official Larry Goldman, said two special roofing licenses have been issued so far. The county also requires out-of-state contractors to meet requirements similar to those in Florida, along with proof of insurance.

"We won't issue a license to someone from a state that doesn't require a license," Goldman said. He said the county has been fielding 15 to 20 calls a day from out-of-state license hopefuls.

Lake County has issued no special roofing licenses, said Dale Greiner, building director. But that may change following an assessment of roof damage from Jeanne.

Osceola County has had more than 50 inquiries, but has issued only four special licenses, said Trish Lizasuain of the county public information office. She said most applicants seem to be having trouble getting Florida workers' compensation insurance.

The city of Orlando does not issue licenses, but honors those issued by Orange and Osceola, said Tim Johnson, director of permitting services.

Meanwhile, Roxanne Noles in Orange County is waiting and fuming.

She hasn't had any better luck with tree companies. After calling all over, she just got a company to agree to come this week to remove a tree lodged against the house.

"A big insurance check doesn't do you any good if you can't get the service done," she said.

And while Orange County is going to let out-of-staters in, that's not going to help Noles' brother, Ron Petersen. That's because Maine has no state licensing law.

"We have a crew willing to come and work," he said. "It seems crazy to me not to let us."

After the devastation by Hurricane Andrew in 1992, Florida toughened its building codes and licensing requirements, including experience and testing. The codes and licensing rules are among the toughest in the nation.

I've got calls into New Jersey and Michigan.....part of that article hits home. It does me absolutely no F*****g good to have the insurance check when I still can't even get an estimate.

Frustration is an understatement. St. Lucie County needs help desperately, especially in the vicinity of "sunny dee lane" :)

Get your mind set for the long haul. Your looking at the basic law of supply and demand.

Maybe come up with a plan B so you can reduce your stress for a while until things level out.(No pun intended) Anyone you can move in with for a while and not piss ea other off.

What good is a new roof if you got 2 more month's of the season to go. Maybe need to think like your facing a long term blockade.

Hang in there. Think unrealistic expectations! Dealing with some contractors is a challenge under normal conditions. Now your looking at a feeding frenzy. Beware and good luck

SunnyDee got a boyfriend? If he's local get both of them a hammer a book and she's good to go.

No AC, broken fingernails persperation. If sunnydee can jump she can roof. Just be sure to get the supplier to deliver the shingle's to the top of the roof.

No joke, roofing isn't hard...its hard work, not hard, though.

I wonder how many folks will reroof their house themselves and keep the insurance money for more important things like...a new TV?:P

Heh I don't even HAVE a TV in my apartment. So I should be built like Steve Austin, rite?

Well, I should add that's it's in a box in the garage waiting to be put into the truck next week for the big move... B| The only exercise I'm gonna be getting is bicep curls with a taco and maybe an occasional dip in the pool before I get to kiss all this warm weather down here buh-bye.

One of my sons is an assistant manager for a roofing supply company. He is going to make a mint this year on his bonus check. He's already spending it. Buy your supplies from Bradco!

Maybe he'll finally pay me back for all those loans he got from Dad. Yeah, right.

At least hurricanes are good for *some* people...

What insurance company do you have?

My sister had two trees go through her house on Sunday. Tons of damage....we think it might be easier for them to just bulldoze the house then try to fix everything. :S She has Citizen's (it's nearly impossible to get anything else in our county) and was told it could be more than three weeks before an adjustor comes out.
