Officially, these are shot by production companies to put on their reels (known as "spec spots" or "test spots"), without any input from a client or agency. In reality, most of the ones produced nowadays are actually ordered by specific clients. It allows them to cross boundaries that they could not cross on TV, while "officially" having nothing to do with the content... They are fun though!
