Cigarettes are hardly life or death (no matter how hooked you are) and I doubt that the Red Cross provide them at all now, free or otherwise. Your other bad experience sounds like they were trying to protect people from other unscrupulous folks trying to capitolize on others suffering. A worthy effort even if some feelings were hurt in the process.
