Chain Letter Concept Used On US Dollar Bill

A new twist on the chain letter concept: I was sorting the money in my wallet and I noticed some writing on the back of one of the dollar bills. It says (exactly, including the misspelling): "The person who recieves this bill will be blessed with a lot of money if you write this on 10 other bills"
I have no intention of writing that message 10 times. I just wonder why someone would write this. Is it to get a bill some day with this message and laugh at all the people who fell for it?

I got a Where's George bill about a week ago and just entered the data in at http://www.wheresgeorge.com. It's funny because I had just heard an update on the project a few weeks prior to getting the bill!

I registered for the wheresgeorge website and even sent out a few bills. I never got any hits for my bills. :| so I just quit visiting the site.
