Javelin - Why is the RSL buried?

I've never packed a Javelin with an RSL attached before. The RSL is velcroed on the inside of the front riser and I'm not sure I understand why it's on the inside. It appears to me that it would almost need to reef the riser out of the reserve container to free itself and activate the reserve. I looked at the manual but they don't have any details. I've attached a photo - does this look correct?

I would have expected it to be on the other side of that riser so it could simply come un-velcroed if the main were chopped.

Once I got the container closed it makes a little more sense. I assume they put it on the other side of the riser to stop it from wearing, unpeeling and velcro-damaging the risers under normal use?

Got this entire thing unassembled in boxes late last night and she wanted it done tonight to take to a boogie. Was disassembled because the previous owner put it in the washing machine!
