I truly think that depends on a lot of factors, including locale, traffic, driver, vehicle, etc.

80mph in a 55 zone out in Incest Junction, Nebraska? Not a big deal.

90 in a 65 in rush hour traffic? Probably a different story.

I got pulled over at a speed that would make most people freak out completely a few years back. The charge was dropped (I still do not know why. It should have stuck like glue, it was perfectly legitimate), but I don't speed anymore. Why? Not because my car, my training, or the conditions were bad, but because I never want to have a cop pointing a gun at me again. Fear of being thrown in jail and/or shot is a lot bigger deal than a couple hundred dollar fine [:/]
