Why isn't the Prez on the highest spot?

The state of the Union is just starting, and I just noticed that the Prez is not on the highest place on the stage.
It's kinda weird, you would think he would be above all others.

I haven't had much BS in my life these past few days, so lets see what the monkey... oops Pres. has to say
