I don't know of USPA offering any "certifications" but I know they offer 4 licenses. There are also a number of ratings, but no certifications. I think I'm going to start giving out tandem certifications for people to ride as a tandem passenger. Hell, maybe I could even sell them. "Let the misinterpretation and attacks begin." Licenses are legal permission to do a something. USPA has no authority granted by any legislative body to grant or withhold permission for anything.
