How do you get someone to shut up?

Strongly acknowledge that you heard what they had to say and that you really understand what they meant. Sometimes you need to get in their face about the fact that you do "get it".

You may even have to put a hand on their shoulder and look them in the eye to get their attention as you speak because they are more interested in speaking than listening.

You do NOT need to validate their position by telling them they are right. Especially if you disagree. You also don't need to tell them where you stand on the issue if you just want them to shut the eff up.

Sounds like my job. "Yes, yes, [client], I hear what you're saying and we will definitely document that and take it into consideration during design."

Uhn, I never had this problem until my current job. Agreeing with them just promotes them to continue on.

I usually just invent some "thing" I have to do and sort of motor on them while they're in the middle of talking.
