Control panel -> Sounds and Audio -> Sounds tab

The bad thing is that you have to go through and turn off each individual one. Unless you want no sound at all. Then you can choose the Sound scheme of 'No Sound'.
Why yes, my license number is a palindrome. Thank you for noticing.

Here's what I found when I pasted "turn off the windows start up sound" into Google:

Turn off that annoying (and sometimes embarrassing) startup/shutdown sound

Have you ever turned on your laptop in a quiet room or seminar and been blasted away by the Windows startup theme? Maybe you turned on your PC late at night when others were sleeping and woke someone up? The startup sound serves no practical purpose and will get many laptop users in trouble one day. So take five minutes to put an end to this annoyance.

For Windows 98/SE/ME:

Go to the Start Menu and select Settings->Control Panel
Double click on “Sounds”
In the scrollable box titled “Events,” scroll to and then click on “Start Windows”
In the drop down menu at the bottom titled “Name,” select the top option, “(None)”
Repeat step 4 & 5 for the “Exit Windows” event
Click OK
Close out of the Control Panel window

For Windows 2000:

Go to the Start Menu and select Settings->Control Panel
Double click on “Sounds and Multimedia”
Click on the “Sounds” tab
In the scrollable box near the bottom titled “Sound Events,” scroll to and then click on “Start Windows”
In the drop down menu at the bottom titled “Name,” select the top option, “(None)”
Repeat step 4 & 5 for the “Exit Windows” event
Click OK
Close out of the Control Panel window

For Windows XP:

Go to the Start Menu and select either Settings->Control Panel or just Control Panel (if available)
Double click “Sounds, Speech, and Audio Devices”. If that is not available, skip to the next step.
Double click on “Sounds and Audio Devices”
Click on the “Sounds” tab
In the scrollable box near the bottom titled “Program Events,” scroll to and then click on “Windows Logon”
In the drop down menu at the bottom titled “Sounds,” select the top option, “(None)”
Repeat step 4 & 5 for the “Windows Logoff” program event
Click OK
Close out of the Control Panel window

If you decide not to follow these steps and are in a situation where you don’t want to disturb, a neat trick is to put headphones in your audio jack as Windows is starting...Enjoy!

what's more fun is changing the sound to something COMPLETELY different, like a really loud fart or something.

Weege, you're a GENIUS! I'm off to change all of my annoying co-worker's startup sounds right now! :D

We did that to a coworker a few years ago... he had 3 computers at his station. We put gay porn as the wallpaper for all of them and changed all of his windows startup sounds and what not. We had his computers farting and screaming "Hey everybody, I'm GAY!" one morning.

Depending on which Windows you have, I have XP. There is a little speaker icon in the lower right corner of your scrwwn on the start bar. Left click the speaker. Left click on the 'mute' box... no sound. ;)

Temporary solution. What if you want to listen to music? Or if you edit video? You could unmutem, but then all your sounds are still set to play for events. Better to turn them off so that you can still use multimedia stuff.

What's neat also is you can change any sound with a downloaded sound file. a couple of guys in our office found the sound-bite of the seagulls on "Finding Nemo" and affixed it to our mail notification. Soon we all had it. Then one day, during a staff meeting, someone from up above sent an all-hands email and the whole place exploded in "Mine! Mine! Mine . . .":D:D
Got a good laugh, but we changed it back after that.
