If you are referring to the bubonic plague, that was fleas, not rats.

They're a lot less 'vicious' than dogs; they will run rather than attack if they can. (When's the last time a child was killed by a rat?) Their big problem is that they chew on everything, and get everywhere since they're so small and nimble. That makes them harder to exterminate. And since they can carry fleas, and those fleas can carry disease, they can pose a health risk. (As can dogs, but nowadays both dog and rat fleas are easier to protect against.)

They're more harmless than raccoons, deer, dogs and horses; those animals injure and kill a lot more people every year than rats do. OTOH, sparrows and finches are more harmless than they are.
