Beyond all that you have communicated here, I would bet they have other very serious issues (methamphetamine or other drug additions) and could be ruled unfit as a parent. If you truly want to help this “person’s” children why not call social services or similar and then go about trying to adopt these children? With the person you describe being a parent to these children they are going to have serious difficulties ever living a normal life, and their BRIEF experiences with you as an Aunt are not going to make much of a difference to their character development and adult life.
