As a motorcyclist that gets a similar benefit, I can't object to this 2 year experiment that only applies to hybrids getting 45mpg. Of course, my vehicle doesn't require a 20ft parking space. Roads are designed to carry people and freight, and we all pay for them. I think the idea behind HOV lanes is a good one; for every car you see in an HOV lane, at _least_ one car has been removed from the rest of the freeway. One HOV lane effectively gives you the capacity of two extra lanes. But that doesn't work with hybrids. If you can get a sticker to drive solo in those lanes, and a lot of people get them, you remove some of their utility. Traffic goes up in general. I think incentives for hybrids are a good idea, because they will reduce dependence on foreign oil and end up bringing the price of gas down in the long run (or at least slow its rise in price.) Earth shattering I know. I know people that get upto 65mpg in smaller diesels. Maybe I should get a HOV sticker (not that I live in the US) ------ Two of the three voices in my head agree with you. The metro and one of the civics in the 90s got 40-50mpg with regular, but people didn't flock to buy them. I'd personally love to see diesels in California, but it doesn't appear possible yet.
