However, think of the logistics, economy and time frames involved. On very short notice many big decisions need to be made and need to be communicated to both travellers and security personel, to be implemented immediately. No training, no advance notice. In cases like that, it is by far the easiest to keep things simple. No liquids and gels, with very, very, very few exceptions, is easy to communicate and easy to check. It really was their only option. The only other option would be to not do anything, which I don't think is a viable alternative.
