Computer help: Can't delete a file because it is being used

I've tried to find the program that is using it within the task manager (processes), and nothing seems obvious. I know it is related to a game of my kids, but that game isn't running.

There isn't anything running in the 'tray' that would use this file.

just reboot regularly and delete the file before starting any apps yourself (if it's being held by something that automatically starts .... then do safe mode ;))

You can have it good, fast, or cheap: pick two.

Is it a file that my be in your "files are ready to burn to CD" section of your cd drive?

Did you do a virus scan? Try HIJACKTHISif you have no virus scan already.

This free utility should tell you which program is locking the file, and will then allow you to unlock it. I've used it a few times without poblems. Be careful with files that your OS needs to function though. What kind of file is it?
