Writing a Contract proposal?

Recommended Posts

Help me out here. I have never done this before. I need to write a contract proposal between my business and a govt entity. How do I go about this? What all do I need to cover OTHER than my salary as CEO/Project manager and the per day for my employees? Who could I hire to write this for me? I'm clueless on this subject but I would REALLY like to be my own boss and this opportunity is staring me in the face. It would be stupid of me to let it slip away.

See if the government has any forms or requirements for the job. There are a lot of things that you may want to cover but at minimum what you are going to do under the contract, for how long, define what you get paid by i.e. 24 hours, 8 hours, overtime, expenses, costs, insurance, what they have to do/supply you with, how you get out of it/circumstances allowing it, the list can go on and on.

Scope of Work is critical with Govt Contracts.

The idea with a Contract is to think of everything that could possibly go wrong and deal with it in the contract. (Cause the only time you need a Contract is when you and the Client disagree on something.. So make sure that if there ever is a disagreement, All you have to say.. Read the Contract.)

MMMMM............I doubt it. It's not the US Govt I want a contract with. Hmmm.............maybe a local lawyer would be a better solution since if the contract is with a local govt I assume it would be subject to ONLY local laws and crap like FPCA. (I forget what FPCA stands for but I just had to do a training course on it. It's the federal laws that govern who and how you can pay foreign officials.)

Not really.......more like "Have some VERY specialized training that is in need by locals and I would be willing to pass on for the right price." B|
This would put me in a training role instead of being out on the roads getting shot at. ;)

It confuses me when you act kinda smart.

A proposal is your sales pitch. Your goal is to make it beneficial to both parties. You're basically laying out the services you will provide and what the price would be. You also want to convince them that you are their best choice. Remember, a proposal is always negotiable. Make sure you have room to negotiate. Always follow up with your proposal with a phone call to make sure they received it. This gives you the opportunity to ask/discuss what they thought of it. Don't be afraid to ask what would make them consider your proposal. DO NOT just send off the proposal without following up. Make them know you. The proposal is the pre-cursor to the contract.

Good luck,
Chris

Hi 29

talk with vinny he sounds like he understands the system.

The gov't puts out a RFP (request for proposals) that basically says something like we want to do this and require these folks to do it. So the the first thing you need to do is get a copy of the RFP.

You then respond with your proposal that says We have all this experience, training awards etc doing (whatever their asking for). We also have a team of these people (and their qualifications) that will be working for us. The qualifications need to match the skills requested in the RFP (don't leave anything out)

don't worry about your price until your chosen it's negotiated based on labor costs, indirect costs overhead and profit. The contract is written by the gov't all you have to do is read it agree with it figure out how much it's going to cost you and sign it.

We used to be on a review board for A/E services for the Gov't (other duties as assigned) and come up with a short list (3) out of 20-30 proposals.

5 people sitting around a table , no talking, read the RFP and the proposals and score them. took us about 5 mins to rate ea proposal.

The system actually worked 5 people reading the same stuff would score the top three and we usually picked the same ones without any discussion. :o

If your competing against the big boys like blackwater et al you've got a big challenge and the day to day paperwork will be a PIA. so work your grapevine for people who have already done similar type of work.

Got a copy of the RFP you want us to look at?

Trust me I used to work for the Gov't and I'm here to help you.

I know ALL about that sort of stuff. However.........THIS IS NOT THE US GOVT I WANT A CONTRACT WITH. :D It's a foreign govt so things are going to be a LITTLE differen't. ;)

Sounds like you may need a Partner thats a citizen of that country that know the local laws and customs. Someone you can trust:S

Wasn't their a problem with the security contractor at baghdad intl airport not getting paid and threatening to walk off the job[:/]

Look into getting a lawyer - it PAYS to have them draw up the papers. You don't want to fuck with the Uncle's legal team - he;s had a good one for years.:D
I'm not usually into the whole 3-way thing, but you got me a little excited with that. - Skymama
