He wasn't actively resisting but being mindful of what he may have been holding in his pockets an arm entanglement or inverted wrist lock with step over may have been more appropriate. As you know its more of a probem to have somone laying on their stomach with their hands cuffed behind their back. Thats more of a problem for fat guys or blokes with a gut on them but for extended periods of time its a problem for all due to postural asphixiation.
