The closest to the idea I've seen was a plan by some engineers to drill a small tunnel straight down 50,000 feet and drop capsules in which automated micro-gravity experiments could be carried out. Then a company began toying with the idea of scaling it up and selling anti-gravity rides to the public. I remember it because I wrote about it in BASE magazine in 1989 . . . Add air resistance and you'll pendulum back and forth but slow down until you settle in the middle.
