Can't Resize A Pic

I have a new pic that I want to use as an avatar. But I can't get it the right size. By time I get the file small enough you can't even see the picture. I've done it before no problems so what makes this picture so different? Can anyone help me?

Most important thing is to start with an image (or a crop from a large image) that has about the right width-to-height ratio (which is 65:75). That goes a long way.
