The one sticking point in the story is that while the camera is expected to completely burn up on re-entry, the big ass tank won't, a few small pieces of it will make it all the way down. They're "hoping" those pieces will hit the ocean... They can map and see all the junk floating in space, but can't guarantee where the shit hits the fan on earth... NASA has elected to go with a totally new design and concept for future manned flight. It could mean a decade or so before the first flight of the new rocket. Which of course, probably means depending on Russia's Soyuz program to get our astronauts up and back down for the time being.
