Oh ok...you'd have to ask somebody smart.

If I had to guess, and I do, I'd say it has to do with the very fine powdery consistency which would end up 'sticking' to the sides of your throat and mouth without the aid of water. And the fact that it is a spice, too much of which might constrict your throat somewhat.
