"Can I borrow your cell phone" scam

My buddy just got hit with this.
Some older lady right on the sidewalk asked if she could use his cell phone. She made sure he had freen evenings so as to "not use his minutes."
He says yes and she calls her "friend" and talks to her for a good while.
He gets his bill the next month and theres an extra $280 on it. It's a charge for calling this phone number that charges $25 or so a munite. He traces back through his memory and it was the older lady.
The phone joint says its been happening all over and its a pretty slick scam.
He's stuck with the bill and he's sick about it.

If these slimey people would really put their creativity into honest work, they'd be rich.
