It could be before or after a California boogie to make it convienent. The winner agrees to donate any winnings to go toward reduced jump ticket rates for the next boogie. Win a car or two and it seems like there will be enough to support a free boogie. Another idea: Dz.com lottery club. $52 a year per member. We win, we boogie.
