Even given your whole scenerio you dont "KNOW" he was stealing. I have purchased produce without bags before... its not required, he may have waited on the cart guy for a number of reasons. The fact of the matter is you did the right thing by not getting involved. Its one thing if you saw the guy slip something into his jacket and run out but to have a hunch based on clues sounds like you are way too judgemental based on appearances!

Unfortunately most food banks these days are running very low and do not have enough food to distribute to the families that need the food boxes. I'm not saying that stealing is right, but if you are already working your ass off trying to make ends meet and put a roof over your families head and you still can't feed your kids, you may be desperate enough to steel food. If you can imagine your child telling you that they are hungry and not being able to give them anything to eat than you start to understand how desperate people do desperate things. Not bad people, just desperate. :(
