Two years later in 1994, the Dietary Supplement Health and Education ACT (DSHEA) was formed. That ACT states that there are "no FDA regulations that are specific to dietary supplements that establish a minimum standard of practice for manufacturing dietary supplements". Your reference stated that the FDA and 10 other states "moved to stop the sale of a weight control drug product containing guar gum". That is the catch. After 1994, guar gum could be added in small amounts of products as long as it was sold as a dietary supplement. Even that website you pointed to states "Although the ingredient is banned in weight loss drug products, it is approved for use in small amounts in foods such as cheese, salad dressings and ice creams". It would be great to see greater regulation concerning these matters. While in graduate school, I worked to help get some of the products off the shelves.
